                              March 4, 2024 Regular Session Minutes     

The Greensboro City Council Regular Session Meeting was called to order by Mayor Corey Williams at 6 P.M. The council members present were Mr. Smith, Mr. Neal, Mr. Moore, Mr. Miller, Mrs. Rivers, City Attorney Mr. Adam Nelson, and City Clerk Toinia Butler.

Mayor Williams opened with prayer. Motion to enter executive session to discuss 1 Personnel matter was made by Mr. Moore after a second by Mr. Miller motion was approved unanimously.

Motion to enter into regular session made by Mr. Moore after a second by Mr. Neal motion was approved

unanimously.

Motion giving Mayor Williams permission to sign an affidavit stating that no action was taken on 1 personnel matter in executive session was made by Mr. Smith after a second by Mr. Neal motion was approved unanimously.

Motion approving February 20, 2024 Regular and Executive Sessions minutes and February 5, 2024 executive session minutes was made by Mr. Miller after a second by Mrs. Rivers motion was approved unanimously.

Josh Thompson (Interim Water Supervisor) gave an update for water department Taco Bell is completed and ready to operate as far as the water resource, valves was installed in the area by the Ripe Thing and the manhole will be installed later (no specific date was given) , Pinecrest Street sewer lines project will start on 03/05/2024, Oconee Ave projects will start soon(no specific dates was given), Area by Bill’s Dollar Store had casings installed.

Summer Blume was not present.

Cail Hammons came before the council for 2nd reading for Historic Preservation Ordinance change. The request is section 1073, item C in the code of ordinance. The change that she is requesting that members of Historic Preservation can serve longer than 2 years if he/she chooses to. 

Motion to accept the 2nd reading & amend Section 1073, item C in the code of ordinance stating that members can serve longer than 2 years if he/she chooses to serve was made by Mr. Miller after a second by Mrs. Rivers motion was approved unanimously.

Adam Nelson (City Attorney) requested 1St reading for annexation/rezone for AX-2024-02 Weyerhaeuser property is located directly across from I-20 and would connect to school board and is currently undeveloped and will be brought in as A2 and annexation/rezone for AX-2024-03 Greene County School Board. This property is the area of the new school and will be brought in as R2.

                                                  UNFINISHED BUSINESS

 

Mr. Moore asked where we are as far as the sign ordinance, Mr. Adam Nelson (City Attorney) informed that 1st reading was done by the council body, but we are required to do certain public notice requirements there is scheduled March 21, 2024, planning and zoning meeting and recommendation along with the public input will come before council on April 1, 2024.

Proposed improvement agreement with Weyerhaeuser to install a pump station, this proposal is for Weyerhaeuser to pay for this project at no cost to the city. 

Motion to approve proposed Weyerhaeuser agreement to install pump station on AX-2024-03 Greene County School District was made by Mr. Miller after a second by Mr. Neal motion was approved unanimously. 

                                           

                                                 NEW BUSINESS

Mayor Williams appointed David Curry to be the City manager for the City of Greensboro appointment was not passed, Mr. Smith and Mr. Neal voted for approval of this motion and Mr. Miller, Mr. Moore & Mrs. Rivers voted against this appointment. 

 

                                   PUBLIC COMMENTS

 

Mr. Jim Baker expressed his disappointment in the decision not to go forward with hiring David Curry as City Manager for the City of Greensboro.
